Why this chapter is worth your time

Two reasons, and they are both practical.

First, it is examinable. The DSPS exam pages allow one binder holding Wis. Admin. Code SPS 305 and Wis. Admin. Code SPS 316 alongside your printed notes, and the exam pages introduce the reference list with the sentence "The exam will cover information listed below."

Second, it is free. Wisconsin Administrative Code is public law, so you can print the whole chapter, three hole punch it and carry it. The National Electrical Code is copyrighted, which is why this page names sections and describes subjects and never reproduces code text.

How the chapter is built

SPS 316 runs in five subchapters.

SPS 316.007 is the section that adopts the national document by reference, and it is the one that carries the edition. As published online it still lists the 2017 edition, which is covered on the unfinished business page.

The list above is accurate as an index of what Wisconsin has historically amended. It is not a statement of what each section says today, because CR 26-016 rewrote a great deal of it on September 1, 2026.

On the repeal list: SPS 316.240 Overcurrent protection, SPS 316.358 Uses permitted, which was the EMT rule, SPS 316.404 Switches controlling lighting loads, and everything from SPS 316.511 Commercial garages through SPS 316.701 Legally required standby systems. That last range strips out the agricultural buildings, recreational vehicle park, elevator, irrigation machine, swimming pool, emergency systems and legally required standby amendments.

So the live Wisconsin change set is materially shorter than the index above. The change page goes through it subject by subject.

Why we do not print the wording

The codified chapter online had not been restamped when we read it, and the subchapter IV page itself would not load for us at all. The chapter table of contents carries a February 2019 register date.

So the section numbers and titles above are safe to publish as a subject index, and the contents of any individual section are not. Anybody printing post-update wording of an SPS 316 section right now should be asked where they got it.

Print the chapter yourself from the Legislature's site, and read the section you care about in the copy that carries the newest register stamp.

Who advises on this chapter

There is no Wisconsin electrical examining board. What exists is the SPS 316 Electrical Code Advisory Committee, created under Wis. Stat. 227.13 and Wis. Stat. 440.042(1) to "advise the Department on matters relating to Wis. Admin. Code ch. SPS 316," with "advisory powers only."

Its listed members are Kyle L. Krueger as chairperson, Steven F. Froemming as vice chairperson, Bill F. Neitzel as secretary, and Ron L. Janikowski, Christopher Jarosch and Christopher J. Martinez.

The committee advises, and DSPS makes the rule. That is why the paper trail for the 2026 change runs through DSPS rulemaking documents rather than through board minutes.

How to use the chapter in the exam room

Print it, punch it and put it in the binder with SPS 305 and your notes. Use paper dividers with tabs, because removable tabs and sticky notes are not allowed.

Then learn where the subjects sit rather than what they say. On an open book paper with four hours of seat time, knowing that Wisconsin has something to say about outside branch circuits and feeders is worth more than half remembering what it is.

Which SPS 316 sections were repealed in 2026?

The repeal list includes SPS 316.240, SPS 316.358, SPS 316.404 and everything from SPS 316.511 through SPS 316.701, along with parts of 316.003, 316.007, 316.230, 316.300, 316.310 and 316.314.

Does SPS 316 still say the 2017 edition?

The codified text online does. SPS 316.007 still lists the 2017 edition and the chapter table of contents carries a February 2019 register date, while DSPS rule documents say the 2023 edition is in force.

Is there a Wisconsin electrical board?

No board issues licenses. The SPS 316 Electrical Code Advisory Committee advises the department on the chapter and its own page says it has advisory powers only.
